Section One: Membership

 

Membership in the Ocean Springs Carnival Association is broadly defined to three categories:

 

1.1              Krewe Members-

 

Krewe Members are:

 

1.1.a.   founding and inaugural ‘members’

 

1.1.b.  former Associate Members, which upon completion of one year’s membership and the successful vote of current Krewe Members have been elevated to the status of Krewe Member.

 

1.1.c. Founding members are those individuals that appeared at the Tuesday January 27, 2009 Organizational meeting.

 

1.1.d. Rights and Privileges: Krewe Members

 

Krewe Members are;  

 

1.1.d.1.            eligible to hold office;

1.1.d.2.            nominate Probationary Members;

1.1.d.3.            vote on the acceptance of Probationary Members into Associate Member status

1.1.d.4.            or the acceptance of Associate Members into Krewe Member status

1.1.d.5.            participate in the election of Board of Director members.

 

1.2              Associate Members

 

Associate Members are

 

1.2.a    former Probationary members, which upon the completion of one year’s membership and successful vote of current Krewe Members have been moved from probationary status and begin their eligibility for consideration of Krewe Member status.

 

1.2.b    Associate Members are not eligible for consideration as a Krewe Member until such time as they have completed one full year’s membership as an Associate.

 

1.2.c    Associates Members are not eligible to run for organizational office or the nomination of additional Probationary Members prior to obtaining Krewe Member status.

 

1.2.d    Rights and Privileges; Associate Members

 

1.2.d.1 Associate members may participate in the vote to determine the acceptance of Probationary Members into Associate Member status.

 

1.2.d.2 Associate Members may not participate in the vote to determine the acceptance of Associate Members into Krewe Member status.

 

1.2.d.3 Associate members having completed the required periods of membership, as established, will be presented by the Board of Directors to Krewe Members on an individual basis for consideration as a Krewe Member. Any such vote will be conducted by secret ballot and is based on a simple majority of the eligible voters.

 

1.2.d.4 Associate members are not eligible to participate in the nomination of Board of Director members, but may participate in the election of such “Officers.”

 

1.3              Probationary Members

 

Probationary members are;

 

1.3.a    ‘members’ that have been ‘newly’ nominated by a current Krewe Member, accepted by the Board of Directors, but who have not yet served a full year of membership or received a favorable vote granting them Associate Member status.

 

1.3.b    Probationary Members are not eligible to run for organizational office or the nomination of additional Probationary Members prior to completing two full and consecutive years of membership; One year as a ‘Probationary Member and one year as an Associate Member at a minimum.

 

1.3.c    At the completion of the minimal ‘probationary’ period, the Board of Directors will present to the Krewe and Associate Members a list of Probationary Members. On a simple vote, these members may accept the list in its entirety for consideration of Associate Member status.

 

1.3.d    Failing a simple majority vote by Krewe and Associate Members or upon the motion of a Krewe member, seconded by another Krewe member, the list or any portion thereof may be called upon for an individual vote.

 

1.3.e    Votes on the consideration of individual Probationary Members for consideration as Associate Members are conducted by secret ballot and the acceptance or rejection of a Probationary Member into Associate Member status is based upon a simple majority of the eligible voters.

 

1.3.f     Probationary Members are not eligible to nominate members of the Board of Directors or to participate in the election of such Officers.

1.5       Membership Eligibility

 

1.5.1    Residents and Business Owners in Ocean Spring and the surrounding unincorporated areas are eligible for membership in the Ocean Springs Carnival Association on a Probationary Member basis.

 

1.5.2    Applicants must be nominated by a current Krewe Member and the nomination presented to the Board of Directors.

 

1.5.3    The Board of Directors, on a simple vote, may accept or reject the Applicant as a Probationary Member.

 

1.5.4    At the completion of one full year of Associate Member status, the Board of Directors must present to the current membership, at one of the organization’s regularly scheduled meetings, a list of all ‘ probationary members’ and their consideration for Associate Member status and continued organizational acceptance, as established above.

 

1.6.      INAUGURAL YEAR-MEMBERSHIP/ELIGIBILTY EXCEPTION

 

With regards to the Organizations Inaugural Year, 2009, the following exceptions to the Membership and Eligibility requirements established above are made.

 

1.6.1    An individual invited/sponsored by a Founding Member will receive Krewe Member status, without any requisite Associate or Probationary period, provided their application and payment of dues is made before Friday February 20, 2009.

 

1.6.2    An individual invited/sponsored by a Founding Member, prior to Friday 20, 2009, but having failed to make application or the payment of dues, will acquire Associate Status upon the payment of dues.

 

1.6.3    An individual invited/sponsored by a Founding or Krewe Member after Friday, February 20, 2009 but prior to 01 October 2009, that and makes both application and payment of dues will receive Associate Status without the requisite Probationary period.

 

1.6.4        An individual invited/sponsored by any Founding/Krewe Member after 01 October 2009 and all other applicants thereon, upon application and the payment of dues, will receive Probationary status as established above.

SECTION TWO: FEES

 

The Organization is authorized to collect the following fees, incorporated herein.

 

2.1       Membership Fee

 

An annual fee applied to all members of the Organization. The payment of annual fees must be made by the 01 day of January each calendar year, except the inaugural year as discussed above.

 

The Annual membership fee shall be established, by the Board of Directors, for the upcoming calendar year no later than the 31 day of November of the preceding year.

 

2.1.a    Discount

 

2.1.a.1             All Founding Members, as established by their presence or accepted absence to the 27JAN09 organizational meeting, shall in perpetuity and absent delinquency in either payment or membership, receive a reduction in the amount of their membership fee not to be less than 33%, rounded to the near 10th dollar, on an individual basis and a reasonable ‘like’ amount in the ‘couple(s)’ fee.

 

2.1.a.2             Eligibility of the Founding Member discount and eligibility of spousal members to receive the same is at the discretion of the board of Directors.

 

 

2.1.b    Amount of Fees

 

The 2009 membership fee is $75.00 per person.

 

                        The 2009 Founding membership fee is $50 per person.

 

2.1.c    Delinquency

 

2.1.c.1 Any member that fails to pay annual membership dues by the date required will be ‘suspended’ from participating in Organization activities, including elections, until such time as their dues are paid in full.

 

2.1.c.2 Founding Members that fail to pay their dues by the required deadline and subsequently fail to make current their dues within a 30 day period following said deadline, will forfeit their right to any future discounts provided to Founding Members, as described above.

 

2.1.c.3 Directors who fail to attend two consecutive regularly scheduled meetings will be in delinquency and subject to removal from office.

           

2.2       Event Fees

 

2.2.a    The Organization is authorized to collect fees for participation in specific Organization activities.

 

2.2.b    Such events include, but are not limited to;

 

            2.2.b.1 Balls and Coronations

            2.2.b.2 Fees related to and including rider ship on OSCA owned/leased floats during authorized events.

 

2.2.c.   The Board of Directors may establish such events and establish fees for such events, provided that no Member may be compelled to pay such a fee unless voluntarily participating in such an event.

 

 

SECTION THREE ORGANIZATION

 

3.1       The Ocean Springs Carnival Association is governed by an elected Board of Directors.

 

3.1.a    Members of the Board of Directors must be Krewe Members in Good-standing.

 

3.1.b    Members of the Board of Directors serve a one year term, loosely defined, as the exact period is defined by the previous Board of Directors, in consideration of the Mardi Gras calendar. Board members may serve in multiple terms but in no more than 3 consecutive terms.

 

3.1.c    Within 15 days of election of a Board of Directors, the same shall issue a proposal identifying a definitive date for the election of the next Board of Directors and the time limit of their own term, in consideration of the Mardi Gras calendar.

 

3.1.c.1 Such proposal must be presented to and accepted by the Krewe members of the Association.

 

3.1.c.2 In the event that a Board of Directors fails to provide such a proposal within said 15 days for consideration and election by Krewe Members, a motion may be made by any Krewe Member in good-standing, identifying and setting the limits of the term of such Board of Directors for acceptance by the Members upon a vote of the Krewe and Associate Members. 

 

3.1.c.3 Under no circumstances may the Board of Directors term be more than 15 consecutive months.

 

3.1.d    The Board of Directors consists of five members as required by the corporate bylaws.

 

3.1.d.1.  The Board of Directors will elect one member of the Board to serve as the President of the Organization and Chairman of the Board of Directors.

                                   

3.1.d.1.a The term President and Chairman of the Board of Directors may be used interchangeably within the context of the Policies and Practices but not interchangeably upon official documents for use by official agencies (i.e. Internal revenue Service, Secretary of State’s Office, etc)

 

 

3.2              Committees

 

The Board of Directors is authorized to initiate the creation of event or subject specific committees as necessary or the dissolution of such existing committees

 

3.2.a        Such committees may include, but are not limited to;

 

3.2.a.1  Parade Committee

 

The Parade Committee is chaired by a  Krewe Member, and may include Krewe, Associate and Probationary members, of not less than five in number, the purpose of which is to;

 

3.2.a.1.a          Recommend to the Board of Directors a specific theme for the annual parade, in keeping with the Organization’s sub-title as the ‘Mystics of Discovery’.

 

3.2.a.1.b          In cooperation with the City of Ocean Springs Board of Alderman, Police Department and Public Works Department, petition for and obtain approval for a specific date on which the Organization’s parade will take place, identification of staging areas and approval of the parade’s route.

 

3.2.a.1.c          Advertise/contact private float operators, obtain completed entry forms and enforce the Organization’s Rules of Conduct on float participants          

 

3.2.a.1.d          Arrange and prepare the staging area and organize the floats during parade line-up.

 

3.2.a.1.e          As required, make reports to the Board of Directors with regards to scheduling and expenses associated with the Committees efforts.

 

3.2.a.1.f           In coordination with the individual Float Captains, make certain that MOD floats meet all requirements of the organization including adherence to the annual theme and general decorum.

 

3.2.a.1.g          With the consent of the Board of Directors, is authorized to appoint individual ‘Float Captains’ charged with the completion, preparation and command of a float and the behavior of the Krewe members assigned to operate ‘their’ float.

 

 

 

3.2.a.2  Ball/Coronation Committee

 

The Ball/Coronation Committee is chaired by a  Krewe Member, and may include Krewe, Associate and Probationary members, of not less than five in number, the purpose of which is to;

 

3.2.a.2.a          Identify and obtain the use of, through lease, a suitable location for a public ball to include a tableau styled introduction ceremony (i.e. call-out) complete with entertainment and dancing

 

3.2.a.2.b          As necessary, decorate and arrange said location for use

 

3.2.a.2.c          As necessary, contract with caterers, vendors, musicians, etc

 

3.2.a.2.d          As required, make reports to the Board of Directors with regards to scheduling and expenses associated with the Committees efforts.

                                   

 

                                    3.2.a.3 Artwork/Poster/T-Shirt Committee

 

The  Artwork/Poster/T-Shirt Committee is chaired by a  Krewe Member, and may include Krewe, Associate and Probationary members, of not less than five in number, the purpose of which is to;

 

3.2.a.3.a          Solicit artwork designs from local artists, in adherence to the annual parade theme for selection consideration

 

3.2.a.3.a.1       In concert with the Board of Directors is authorized to negotiate royalties related to the artist’s work, as necessary

 

3.2.a.3.a.         Solicit bids from and as appropriate contract with vendors for the production of posters and t-shirts.

 

3.2.b                The chairman of such committees shall report directly to the Board of Directors, including such results as they are tasked to complete.

 

            3.3       Membership Meetings

 

3.3.a    As required by the bylaws, the Organization will hold at least one meeting annually on the Friday immediately preceding Mardi Gras Day of each calendar year.

 

 

3.3.a.1             Any member of the Board of Directors may request a members meeting for the consideration of issues of general relevance to the membership provided that such a ‘motion’ is seconded by at least one additional member of the Board of Directors.

 

3.3. b               Membership Meetings are scheduled by the President of the Organization and as provided for in the bylaws, such meetings must be announced in writing either through email or regular mail service at least 10 days in advance.

 

3.3. c               The Agenda of any meeting is at the discretion of the Board of Directors and the Agenda must be made available at the time of the meeting’s announcement.

 

3.3.c.1             Any member of the Board of Directors may place an item on the meetings agenda, provided such ‘item’ is properly phrased and seconded by at least one other member of the Board of Directors.

 

3.3. c.2.           Any member of the organization may request an item be placed on the agenda provided it is submitted to the Board of Directors at least 10 days in advance of the next regularly scheduled meeting

 

3.3. c.2.1.        In such instance wherein a meeting has yet to be scheduled at the time of such submission, the Board of Directors may hold the item until the next regularly scheduled meeting occurs.

 

3.3. d               Approval of the Agenda is required by the members of the Board of Directors prior to any ‘new’ business as part of a membership meeting.

 

3.3. d.1            A member of the Board of Directors may object to the inclusion of any one item of the proposed agenda and ‘motion’ for removal, thus ‘blocking’ its consideration,  provided that (a) the item is on the agenda for its first or second time only and (b) that such a motion is seconded by another member of the Board of Directors.

 

3.3. d.1.a         Any item appearing on the agenda for the third consecutive time, having been previously ‘blocked’ from consideration due to objection, must remain a part of the agenda for action.

 

3.3.e    The membership meetings of the Organization shall be formatted as follows:

 

3.3.e.1             A taking of the Roll of the membership, signifying attendance Board of Directors Actions

           

3.3.e.2             Acceptance of the Agenda as presented Action on Agenda items

                                   

3.3.e.2.a          Membership will be given the opportunity to speak to the Board concerning a particular agenda item in advance of any such vote.

 

3.3.e.2.a.1       The chair of the meeting may, on issues wherein significant numbers of members which to address the board, move to limit the time during which a member may address the board, on a simple motion to ‘evoke’ such rule, provided a second member of the Board ‘seconds’ the invocation.

 

3.3.e.2.a.2       members comments regarding such issues are limited by the Chairman to the specific motion at hand. The Chairman may ‘cut-off debate’ provided the discussion taking place is inappropriate to the motion on hand.

 

                        3.3.e.2.a.2.a    EXAMPLE

 

A motion is on the agenda and reads “Motion for the expenditures of funds to purchase doubloons on behalf of the Organization and in-turn allow members to purchase such doubloons from the Organization"

 

Sally Smith addresses the Board and states that doubloons are silly and she doesn’t want monies ‘tied-up’ even if they are to be paid back later. Such comments would be appropriate to the motion at hand because Sally’s comments address the central issue of procurement.

 

John Doe addresses the board and states that he doesn’t like the design of the doubloon and wants to see it changed. Such comments are inappropriate to the motion at hand as his comments fail to address the central issue of procurement.

 

 

 

                                    3.3.e.3.            Subcommittee reports

 

                                    3.3.e.4             Members Forum

 

3.3.e.4.a          Members may address the Board on interests of importance. The actions taken by the board of Directors concerning such issues as not previously appearing on the agenda are limited to:

 

3.3.e.4.a.1       Placement of such issue on the Agenda for action during the next regularly scheduled meeting

 

3.3.e.4.a.2       Suspension of the Rules for immediate emergency action

 

3.3.f     A minimum of 20% of the organization’s membership is required to constitute a quorum of a ‘called’ meeting as provided for in the bylaws.

 

3.3.g    The membership may ”force” a meeting of the membership, upon provision of a petition containing at least 40% of the Organization's members, as required by the bylaws.

 

3.3.g.1             Upon presentation of such a petition, the President shall call for a membership meeting to occur in not less than 10 days and not more than 30 days from the date of the petition’s presentation, notwithstanding the provisions of Section 3.3.c.2

 

3.3.f.2              The required attendance at any such meeting is a minimum of 40% of the organization’s membership in order to qualify as a quorum as required by the bylaws.

 

SECTION FOUR TITLES

 

4.1.      The President and Chairman of the Board of Directors shall hold the title of “Capitan of the Krewe”

 

4.1.a    The Captain of the Krewe will be adorned in Red. (Red increases enthusiasm, encourages confidence and produces a sense of protection from fear) with gold letters “OSCA”

 

4.2.      Members of the Board of Directors will hold the title of Krewe Capitan

           

4.2.a    Krewe Captains  will be adorned in Red (Red increases enthusiasm, encourages confidence and produces a sense of protection from fear) with silver letters “OSCA”

 

 

4.3.      Committee Chairpersons will hold the title appropriate to their committee’s designation (i.e. Ball Captian, Parade Captian)

 

4.3.a    Committee Captains will be adorned in  yellow (Yellow is mentally stimulating and produces a sense of optimism and the promise of a positive future) with silver letters “MOD”

 

 

4.4       Float Captains are Krewe members appointed by the Parade Captain, with the consent of the Board of Directors to ‘command’ a specific float as provided for in Section 3.2.a.1.g

 

4.4.a     Float Captains will be adorned in vibrant blue. (Blue is seen as trustworthy and dependable and expresses exhilaration) with silver letters “MOD”

 

4.5       Members may make use of their title only until discharged by the Board of Directors

 

SECTION FIVE PARADES

 

5.1       The Ocean Springs Carnival Association will conduct annually, one Mardi 

           Gras Parade.

 

5.1.a    The Parade will be scheduled in cooperation with the City of Ocean Springs to take place, whenever possible, on the Friday evening immediately preceding Mardi Gras Day.

 

5.1.a.1  The selection of this date is in keeping with the remainder of the larger Gulf Coast Mardi Gras celebrations; the Saturday immediately preceding Mardi Gras Day is the Pascagoula ‘day’ parade and the Revelers Ball; the Sunday immediately preceding Mardi Gras Day is the North Bay ‘day’ parade in D’Iberville.

 

5.1.a.2  No events are currently scheduled on an annual basis to take place on the Monday evening immediately preceding Mardi Gras Day. Whenever practical this day will be established as the alternative date of the OSCA parade in the event that the Friday evening parade is cancelled due to  weather or other unsafe conditions.

 

5.1.b        The Parade route will be negotiated between the Organization and the City of Ocean Springs Board of Alderman not less than 60 days in advance of the parade date and at a minimum,  whenever practical,  incorporate the route of Government St to Washington Ave; Washington Ave to Porter Ave; Porter Ave to Front Beach, to Jackson Ave and returning to its point of beginning.

 

5.1.b.1  The direction of travel and total parade route will be negotiated with the Board of Alderman in keeping with the City of Oceans Springs public safety concerns.

 

5.1.b.2  In the event that the Organization, having attempted in good faith to negotiate an acceptable route with the City of Ocean Springs but having failed to reach said agreement 60 days prior to the schedule parade occurrence, may at the direction of the Board Members negotiate the occurrence of the OSCA parade in another Municipal jurisdiction, the acceptance of which, upon presentation of the Board to the Membership, is based on a simple majority vote of the Membership.

 

5.1.b.3   In the event that the City of Ocean  Springs should change the previously negotiated route within the sixty day period immediately preceding the parade date, after having previously accepting the route, the Organization may at the direction of the Board Members negotiate the occurrence of the OSCA parade in another Municipal jurisdiction, the acceptance of which, upon presentation of the Board to the Membership, is based on a simple majority vote of the Membership provided such change can be publicly announced not less than seven days prior to the scheduled parade date. 

 

5.2       The OSCA parade shall consist of two identified portions; the Mystics of Discovery and the “Public Parade”

 

5.2.a    The ‘Mystic Of Discovery’ portion of the parade shall consist only of OSCA owned/leased floats and their tow vehicles, the riders of which shall exclusively be members in good standing of OSCA.

 

5.2.a.1 The ‘MOD’ (Mystics of Discovery) portion shall always precede the ‘public parade’ portion.

 

5.2.a.2 The ‘MOD’ floats will be preceded by a sign or banner of prominence announcing “ the Mystics of Discovery’ or such similar language as shall be approved by the Board of Directors.

 

5.2.a.3 Individual Krewe members will be assigned to floats by the

Chairman of the Parade Committee, whenever possible in keeping with Krewe members’ requests to Krewe with other individuals or family members.

 

5.2.a.4 A date will be established by the chairman of the Parade

Committee for all Krewe members wishing to ride on an MOD float to indicate their desire to do so. At that time, the Parade Chairman in consultation with the Board of Directors will make an assignment of both specific float themes and Krewe members.

 

5.2.a.4.a Once that date passes, and the Chairman has made float

assignments, a change in assignment to accommodate a Krewe member’s request can only be made if any other affected Krewe member agrees to the change.

 

5.2.a.4.b Example- Mary Smith has been assigned to float number

8, several days after the assignment deadline has passed Mary’s friend Beth request assignment to a float and is assigned to float number 10. Mary wants to ride on the same float as Beth and asked the Parade Chairman to change her float assignment. The Parade Chairman is only authorized to make this change after polling the Krewe of Float number 10 to see if anyone is willing to trade places with Mary. If someone is willing, the change in assignment may take place. If no one is willing, Mary will continue to be assigned to float number 8. 

 

5.2.b    Float Captains

 

5.2.b.1 All MOD floats, with the exception of the Emblem and Command Floats will be under the control and authority of the Parade Committee Chairman.

 

5.2.b.2  Float Captains will be selected from among the Krewe members

             assigned to each particular float.

 

5.2.b.3  Float Captains are responsible for organizing their Krewe and

 assuring that their floats are appropriately completed and

decorated by the assigned date, established by the Float

Chairman.        

 

5.2.c    The ‘Public Parade’ portion of the parade shall consist of floats owned/leased by persons not officially associated with the OSCA MOD floats and may include any such units that otherwise meet the requirements established by the Board of Directors for participation in the parade.

 

5.2.c.1 The ‘Public Parade’ portion shall always follow the ‘MOD’ portion.

 

5.2.c.2 The ‘MOD’ floats will be preceded by a sign or banner of prominence announcing “ the Ocean Springs Carnival Association Parade’ or such similar language as shall be approved by the Board of Directors.

           

5.2.d    Notwithstanding Section 5.2.a, the Board of Directors may authorize, upon the recommendation of the Parade Committee,  that certain ‘Marching’ groups of historical prominence may appear in the ‘line-up’ of the MOD portion of the parade.

 

            5.2.d.1 Such ‘Marching’ groups may include, but are not limited

to, elements of the U.S. Armed Forces (i.e. Color Guards), the Ole Biloxi Marching Club, the Hibernia Marching Society, the Excelsior Band, etc.

 

 

            5.2.e    Parade ‘Line-Up’ Order

 

                        5.2.e.1 Such ‘Color Guard’ as may be appropriate

 

5.2.e.2 Banner announcing the Mystic of Discovery, as provided for in Section 5.2.a.2

 

5.2.e.3 The Mystics of Discovery Emblem float

 

5.2.e.4 Other OSCA owned/leased floats, as provided for in Section 5.2.a, Marching Groups, as provided for in Section 5.2.c, and marching bands, the exact order of which will be determined by the Parade Committee, notwithstanding the preceding Sections 5.2.d.1, 5.2.d.2 and 5.2.d.3 and the following Sections 5.2.d.5, 5.2.d.6, 5.2.d.7 and 5.2.d.8.

 

5.2.e.5 Command Floats

 

5.2.f     Throws

 

            5.2.f.1  Doubloons

 

5.2.f.1.a. OSCA doubloons may only be obtained and thrown by MOD members.

 

5.2.f.1.b Customized Doubloons that promote any business activity or political campaign are prohibited for use without the prior consent of the OSCA committee.

 

5.2.f.1.c. Generic doubloons (i.e. Happy Mardi Gras, Crown) may be thrown from any float. 

 

5.2.f.1.d. The use of doubloons from other 'Krewes'  is prohibited.                         

 

SECTION SIX RECEPTION

6.1       For purposes of public discourse, the Ocean Springs Carnival Association Ball is named the Mystic of Discovery Reception and takes place immediately following the MOD/OSCA parade.

 

6.1.a    A ‘reception’ is an Anglo-French term for a social gathering the purpose of which is to extend a  social welcome. In France during the 1700’s a reception referred to as a ‘cotillion’ was often used as the venue to present debutantes to social elites for the purpose of acceptance.

 

6.1.b    Terminology- For purposes of differentiation between members/guest that have ridden floats that evening and those that have not, the traditional term “Masker” shall appear, signifying that a Member has ridden in that evening’s parade and remains in complete costume for attendance to the cotillion.

 

6.2       Attire for the MOD reception is strictly formal wear as is tradition during Mardi Gras celebrations throughout the coast.

 

6.2.a    Maskers, of both MOD floats and public floats, are allowed to appear in costume provided it remains complete.

 

6.2.b    Non-parading Members and Guests are required to dress in the following attire:

 

6.2.b.1 Men- ‘Black Tie’, including black tuxedo, black bow tie, black cummerbund or vest and black dress shoes, as traditional.

 

6.2.b.2 Women- Formalwear including modest evening dresses of long-length and hemlines at/below the ankles, as traditional.

 

                        6.3       Order of Events

 

                                    The reception shall take place in three distinct parts.

           

                                    6.3.a    Guest Arrival

 

As Guests arrive at a specific entrance, as designated, the Guests will be allowed entry into the ‘call-out’ venue.

 

                                    6.3.b    Masker/Krewe/Command Callout

 

6.3.b.1 A separate and controlled entrance will be established exclusively for the use of  MOD Maskers.

 

6.3.b.2 The Order of Callouts is as follows:

 

6.3.b.2.a. Past Royalty/Command that are not Maskers in this year’s parade

 

6.3.b.2.b. MOD Maskers, by order of float

 

6.3.b.2.c. MOD Masker Command, beginning with the Court made up of members of the Board of Directors and beginning with their chronological membership as a member of the board of directors, or in the event of a identical record of service, their membership in the organization and if necessary, alphabetically.

 

 

6.3.b.3 MOD Maskers will participate in callouts in numerical order of their float and the introduction shall be “the Captain and Krewe of the {float name}, Captain {Captain’s name} at which time the Capitan, followed by their Krewe will make entry.

 

6.3.b.3.1  EXAMPLE- John Smith is the Capitan of a float representing ancient Greece , with 12 MOD Maskers aboard. During the callouts, the Krewe will be introduced as “The Capitan and Krewe of Ancient Greece, Captain John Smith” at which time the Captain, followed by his entire Krewe, will make entry.
